Barriers

5.1 Make a list of barriers your audience has to adopting the desired behavior. These may be related to something physical, psychological, economical, skills, knowledge, awareness, or attitudes. (Try for a list of 5–10.)

Some of the barriers to taking the three preparedness actions are:

Lack of a radio or television to obtain information about preparedness actions and training

Functional needs (e.g., difficulty reading or writing) that make it difficult to prepare a communication plan

Do not know where to purchase items for the seventy-two-hour kit

Are unable to pay for items for the kit

Have an aversion to thinking about emergency situations because of past experiences

Lack of family or friends to ask for support during an emergency

Lack of urgency regarding planning due to responsibilities as a caregiver

Feeling overwhelmed by the planning exercise and lists of items for the kit
